“In May 1987, I went to a meeting of the American Law Institute in Washington. Someone tapped me on the shoulder and said, ‘They want you at the White House.’ I said, ‘What for?’ The person said, ‘For the job.’ I said, ‘You mean the job?’”
“I got a phone call one day from someone from the White House Office of Presidential Personnel. They said, ‘Would you please come over and have lunch?’ Sure, that sounded pretty interesting. I did. During lunch, I was asked, ‘Would you be interested in being one of the Commissioners?’ I remember thinking, ‘Yes, I think I could do a better job than some who were currently Commissioners.’”
“Paul [Carey] and I had a very close working relationship, because he was the White House legislative liaison. Paul and I always said we had a symbiotic relationship in that he got my name out of the White House and I got his name out of the Senate.”
